What a laughable vain jangling in the voluminously 'Thesis' titled: "Federalism and Restructuring: The choices for Nigerians" parts 1, 2, 3 by Usman Sarki , Vanguard March 20, 2024!
Having written nine (9) Books
on Constitutional Democracy and public administration in Nigeria, I was
naturally curious to peruse the three-part write-ups even as I was intuitively
informed that it has been an impossible task for a northern Moslem to support
the restoration of True fiscal federalism through the Restructuring of the
lopsided Federation.
This is because the president
fraudulent and fundamentally flawed federal arrangements otherwise referred to
as a "Unitary-Federal contraption" undergirded by the equally
fundamentally and fraudulently crafted 1999 Constitution supposedly and
deceptively described as "as amended" by the lopsided membership of
the National Assembly is in favour of the northern part of the country at the
expense and detriment of the southern part of the country.
To that extent, the elites from
the North have never seen any fault with the fraudulent and clearly unworkable
federal arrangements and scout pseudo political writers to defend the selfish
calculations in the present system with the military Decreed Constitution.
Since the flawed political
structure is in their favour since the military which handed the fraudulent
meta legal document (the 1999 Constitution) were northerners, deliberately
injected provisions that make the north have majority members in the National
Assembly with the results that all the Act of Parliament, Motions, policies and
programmes would be as the North would want hence the perennial cries of
marginalization by the southern part of the country.
This was the genesis of the
clarion calls for the Restructuring of the country to reinvent True fiscal
federalism with multi policing system as integral part. In addition, democracy
without equity, fairness and justice is meaningless.
Hear some of the porous,
fundamentally flawed arguments, vain jangling and postulations of Usman Sarki
lustily kicking against restructuring the lopsided Federation with the
associated True fiscal federalism:
"The Amalgamation of 1914
had effectively sealed the fate of the two territories and rendered them a
single entity into a single destiny to follow (vacuous position to sustain the
bastardization of the principles of federal system of government as obtained
the world over).
"The core grievance
against the federal system as it is operated in Nigeria today have to do with
questions of competence and perfection of governance and not a reversal of the
federal arrangements (he means that there is nothing wrong with the present
fraudulent and fundamentally flawed and unworkable contraption with the
military Decreed Constitution).
"Issues such as devolution
of powers, resource control, derivation and representation in government etc
are all constitutional matters (the military decreed fraudulent and
fundamentally flawed 1999) that can be thrashed out in debates in the National
Assembly within the framework of the existing laws of the Federation".
***Comment:
Have you seen the gross selfish
calculations of the northerners (the ever scheming and crafty Fulani Feudal
Oligarchy and Northern Political Emirate Establishment"? Mark you that the
lopsided National Assembly have majority members from the North because of the
surplus local government councils created in the north by the military
oligarchy without consulting the people in the southern part of the country.
To perfect the perfidy and
vicious plans for perpetual domination of the north, the military Decreed
Constitution has the local government councils as basis for creating Federal
Constituencies at the expense and detriment of the southern part of the country
with the results that all laws that is the Act of Parliament, motions, policies
and programmes for the entire country will tilt in favour of the north.
The ball is at the court of the
southerners especially the members of the Red and Green chambers of the
lopsided National Assembly to come together to insist on the immediate
Restructuring of the lopsided Federation with decentralized security
architecture as integral part. The vain jangling and vacuous postulations of
Usman Sarki are eye opener to the people of the south even the middle belt
ethnic nationalities because the Fulani Feudal Oligarchy has never factored
their interest in their vile and Islamic based calculations.
At times I was tempted to brand
the middle belt people as a confused lot because of their continued membership
of Arewa Consultative Forum, ACF and the so-called Northern Governors Forum,
NGF instead of forming Middle Belt Consultative Forum and Middle Belt Governors
Forum to frontally address their people's deep yearnings and aspirations
instead of being appendages of the selfish Fulani Feudal Oligarchy.
This has never cared about the ethnic
cleansing in the middle belt by the terrorists masquerading as herdsmen
imported from the Sahel region of West Africa for territorial expansion of
Fulani race from the Sahara region of West Africa. They are well armed with AK
47 assault riffles occupying the communities in Nigeria, kidnapping, raping and
burning churches while the supposed Nigeria Police look elsewhere waiting for
the body language from Aso Villa Abuja.
Federal
Government's Insincerity In Curbing Food Inflation
Daily Sun Editorial captioned
"CBN's plan to boost agric sector", March 26, 2024 pointedly
declared:
"Let the government check
kidnapping and banditry (add terrorists masquerading as herdsmen imported by
from the Sahel region of West Africa for ethnic cleansing and territorial
expansion) which have crippled farming activities. Tackling the rising food
inflation requires curbing the triggers of the problem".
***Comment:
Unfortunately, the Tinubu
Administration has not shown clear preparedness in establishing state police
which will stop open grazing and compel the cattle owners to establish ranches
as obtained in sane and sanitized Federations the world over.
Any expectation for increased
food production without stopping open grazing is sheer waste of time and
pandering to the venality of a section of the country that stridently kicked
against restructuring the Federation for realistic principles of federal system
of government.
