CONTINUATION OF 1999 CONSTITUTION AMENDMENT? NO.
WHY?
(a) 1976
Dasuki local government Reform empaneled by the Military regime (teleguided by
the Fulani caliphate in firm control of government of Nigeria) was designed to
favour the northern part of the country by (without consulting other ethnic
nationalities) making local government
administration a THIRD TIER OF GOVERNMENT contrary to the practice of federal
system of government the world over.
(b) In the
First Republic, principles of federal system of government were scrupulously
adhered to and there were only TWO TIERS OF GOVERNMENT namely: Federal
Government, and Regional Governments. There was Resource Control whereby the
Regional Governments explored and exploited natural and mineral resources
within their jurisdiction and paid 50 percent of the proceeds to the Federal
Government for the running of few Ministries namely: Foreign affairs, Defense,
and Immigration. All other Ministries, Departments , and Agencies, MDAs were
operated by the Regional Governments hence the mantra: "COMPETITIVE
FEDERALISM" where each Regional Government leveraged on the natural and
mineral resources to create wealth and massive employments with improvement in
the standard of living of the masses.
(c) In
furtherance of the Military's brazen bastardization of the principles of
federal system of government, local
government councils were made to be partaking from the monthly Statutory
Revenue Allocation. The deft strategy was that the Military regime created
surplus local government councils in the northern part of the country with the
result that humongous amount of monthly Statutory Revenue Allocation were
funnelled to the northern part of the country at the expense and detriment of
the southern part of the country hence the cry of marginalization.
(d) In
furtherance of the Military's deliberate wickedness and brazen marginalization
of the southern part of the country, having created surplus local government
councils in the northern part of the country, the military, preparatory to the
foisting of the "Federal-Unitary 1999 Constitution" (a contraption on
Nigerians) made provision in the fraudulent and fundamentally flawed 1999
Contraption in the name of Federal Constitution that the local government
councils would be the BASIS FOR FEDERAL CONSTITUENCIES. It was a deliberate
strategy so that in the coming civilian administrator, with the establishment
of the National Assembly, the North would have MAJORITY MEMBERS IN THE FEDERAL
LEGISLATURE so that whatever Bill that would come to the House, the preference
of the "Monolithic North" would have their way irrespective of the
feeling of the southern part of the country.
(e) The deft
strategy worked during the socalled Amendments
to the 1999 Constitution where the Nigerians called for multi policing system
as pragmatic measure against the pervasive and intractable insecurity
throughout the country but the Fulani caliphate who have consistently and
stridently kicked against that, breathed down on the members of the
Constitution Amendment Committee to drop the nationwide clarion calls for state
police. Their covert, narcissist reasoning was that state police would stop
their foot soldiers for the Islamization agenda: the terrorists masquerading as
herdsmen from the Sahel region of West Africa who up till today have been
allowed to infiltrate the country from the northern borders and embarked on
ethnic cleansing of Christian communities of southern Kaduna state and further
down to the Middle Belt ethnic nationalities. The terrorists masquerading as
herdsmen are mindlessly slaughtering people and occupied their ancestral
homelands while the Buhari led federal government looked unconcerned; ditto for
his successor, president Tinubu.
(2) The
authentic and pragmatic measure to reinvent Nigeria is for the National
Assembly to invoke the "Doctrine of Neccesity" to embark on National
Conference of ethnic nationalities to brainstorm on how Nigerians can live
together either by CON-FEDERATION OR RESTRUCTURING THE LOPSIDED FEDERATION FOR
EQUITY, FAIRNESS, AND JUSTICE, ALONG WITH FISCAL FEDERALISM.
President
Tinubu should bestir himself to tell Nigerians how to reinvent the otherwise
crumbling country. The economy is in shambles while insecurity has gone out of
hand due to the centralized security architecture which is out of sync with
Federal system of government as obtained the world over.
